ADVERTISEMENT

The Arunachal Pradesh, Public Service Commission, invites applications online, from  the citizens of India, for  filling  up of  10 posts of Sub-Inspector (Telecommunication)  and 03 posts of Sub-Inspector (Radio Technician), Group-B (Non-Gazetted),  Non-Ministerial,  in Civil Police, under the  Department  of Home, Govt.  of  Arunachal  Pradesh, in  the  Pay Matrix   Level-6 (Rs.35400-112400/-  P.M)  plus other allowances, as admissible in the  Arunachal  Pradesh Govt. from  time  to  time.   The vacancy position  is subject to variation.   If received from the Home Department, any other vacancies/post (s)  will be included and notified before the Written  Examination.

How to Apply

1.         Before filling  the Online Application  Form for the posts advertised, Applicants must mandatorily undertake 'One Time Registration  (OTR)'on the Commission's Websitewww.appsc.gov.in .

2.         Applicants are required  to apply online on the  Commission's website.   Detailed instructions  for

'One Time  Registration  (OTR), and filling  up the  Online Application  Form are available on the  above website.  Applicants are required to apply only once. However, if due to any reason, an Applicant submits more than one Application  Form, then he/she must ensure that the Application  Form submitted  last (with the higher Registration Identification  (RID)), is complete in all respects; like Applicant Details, Photograph, Signature, Photo 10, Fee etc.  The Commission will only accept the Application  Form with  higher RID. The fee paid against one RID is not adjustable against any other RID.

3.         Applicants  registered once (in OTR) need not  register again. They can directly  login using their

User 10 and Password to fill up the online Application Form.


Candidates, who  have  appeared  in  the  Final Examination  of  the  qualifying  Degree and  are awaiting  the  results, are also eligible  to  apply.   However,  such final  year  candidates  must  upload  a

'Bonafide Certificate' to establish their claim. All Candidates are required to undergo Physical Standards

and Physical Efficiency Tests(PST&PET), to be eligible for the Written  Examinations.  Candidates declared FIT by the  Commission in these tests, will  be required  to  produce Original Certificates/Mark-sheets   as proof  of having passed their  Degree Examination, on or before the date of  Interview/Viva-voce.  These must  be issued by the  Assistant  Registrar/Registrar/Controller   of  Examination/Vice-Chancellor  of  the concerned university. Candidates will  not be allowed to appear in the interview/Viva-voce  if they do not produce their Degree Examination Certificates/Mark-sheets  in original.

Qualifying Requirements

5.         Age  limit.     A candidate  must  not  be less than  21 years and  above  26 years of  age as on

15.03.2021.  However, the upper age limit is relax-able, in accordance with the orders issued by the Govt. of Arunachal Pradesh, from time to time, in respect of Arunachal Pradesh Scheduled Tribe candidates.

8.          Medical  Fitness. After  qualifying  in Physical Standards Tests (PST), the  Physical Efficiency Tests and having passed the Written  Examination(s), candidates will be medically examined (tested) at TRIHMS, Naharlagun, A.P., before being cleared for Viva-voce/Interview.

9.           Recruitment/Selection       Stages.

(a)          Stage 1.

-  Physical Standards  and Physical  Efficiency  Tests ( As per Paragraphs  6

and 7 above). 

(b) Stage 2.-     Written     Examination.    (This  will   be  descriptive     in  nature.    However,    if  the number of  candidates    qualified    for  the  Written    Examination    is  large;  the  Commission may   conduct    an   OMR   based   Objecttve    Type   Test   on   'General    Knowledge',     before conducting  the Written  Examination).

(c)        Stage 3.             Interview/Viva-voce.

10.       Written  Examination. The Written  Examination will comprise the following  test papers:

(a)   General English

(b) General Knowledge (Objective) 100 Marks

(Candidates have  to score a minimum  of 33% in each subject  paper  and an overall minimum aggregate  of 45% in the  Written  Examination,  to be eligible for  the  Interview/Viva-voce   (Subject to them being declared medically fit).  Of these  eligible candidates,  the Commission will invite candidates, up to three times the number of posts advertised, for the Interview/Viva  voce).

12.       To be Uploaded: Candidates must upload scanned copies of the following  documents along with the application:

(a)        Signature ofthe  candidate on white paper with black ink pen (20-60 kb in jpg format). (b)        Latest/Recent passport size photograph (40-100 kb in jpg format).

(c)        'Bonafide Certificate' for students in their Final Degree Year (100 kb jpg format).

13.        Prior  to  IntervieW/Viva-Voce.   Candidates declared  qualified  in the  Written   Examination  will submit  Xerox copies of  the  following   documents/information    to  the  Commission,  at  least one  week before the actual date of Interview/Viva-voce:

(a)        Recent passport size photograph.

(b)        Self-attested Xerox copies of certificates and mark-sheets issued by the Assistant Registrar/Registrar/Controller  of Examination/Vice-Chancellor of the concerned University as a proof of their Degree qualification.

(c)        Self-attested Xerox copy of Matriculation  certificate  issued by CBSE/State Board as proof of age.

(d)        Self-attested   Xerox  copy  of  APST certificate   for  APST candidates  and  PRC/Adhaar

Card/EPICfor other candidates.

(All the supporting  documents submitted  by the candidates must be self-attested)

14.       At the Time of Interview/Viva-voce.        Candidates will produce all the Certificates/Marks  sheets/ Documents mentioned  above in original at the time of Interview/Viva-voce,  failing which, they will not be admitted to the Interview/Viva-voce.

17.       Candidates must give their preference of posts while filling-up the Application form.

18.       The Commission's decision with  regards to admissibility/eligibility   of a candidate for admission to the  Written   Examination  or  any stage  of  the  selection  process or  final  selection  will  be final.  The Commission will not entertain  any correspondence or personal enquiry on this aspect.

19.       A candidate who is or has been declared by the Commission to be guilty of: (a)  Obtaining support for his/her candidature by any unfair means or,

(b)  Impersonation or,

(c)  Procuring impersonation  by any person or

(d) Submitting fabricated documents or documents which have been tampered with or

(e)  Making a false or incorrect statement  or suppressing material fact or information  or

(f)   Resorting to  any other  irregular  or improper  means in connection  with  his/her  candidature for the Examination or

(g)  Using unfair means during the Examination or

(h) Writing  irrelevant  matter,  including obscene language or pornographic matter in the scripts or

(i)   Misbehaving in any other manner in the Examination Hall or

(j)   Harassing or doing bodily harm to the Supervisory Officers/lnvigilatorsjStaff   employed by the

Commission for the conduct of Examination or

(k)  Violating   any  of  the   instructions   issued  to  the  candidate   along  with   their   Admission Certificate/Call  Letter permitting  them to take the Examination or Commission or  as the case may be attempting  the Commission of all or any of the acts specified in the preceding clauses may, in addition to rendering him/her  to criminal prosecution will be liable:

(a)  To be disqualified by the Commission from the Examination for which he/she is a candidate or

(b)  To be debarred permanently or for a specified period:

(i)          By the Commission from any examination or selection held by them. (ii)         By the State Government from any employment  under them and

(c)  If he/she  is already in-service under the Government,  disciplinary  action under the relevant rules shall be instituted.

(d)  However, the Commission will impose a penalty under these rules after:

(i)          Giving the  candidate  an opportunity   of  making such representation   in writing  as he/she wishes to make in that behalf and

(ii)            Taking  the  representation   if  any,  submitted   by  the  candidate  within   the  period

allowed to him into consideration.

(iii)        Provided further  that  if any candidate is found to have been debarred by any other

Commission, the candidate shall stand so debarred for this Commission's purpose.

20.       Due to  Covid-19 Pandemic, the  Commission may conduct  the  Interview/Viva  -Voce in Blended mode (Offline & online) if it is deemed necessary to do.
